WECS Institutional Development Project

A team led by Hatch Energy predecessor company Acres provided long-term, multidisciplinary advisory services to support and strengthen the performance and management of the Water and Energy Commission Secretariat (WECS) in the water resources and energy sectors.

The 5-year project, funded by Canadian International Development Agency (CIDA) and commencing in 1996, was designed to strengthen the policy planning and advisory capabilities already institutionalized within WECS by Hatch Energy's earlier work on the WECS/NEA Institutional Support Project (WISP) from 1989 to 1996 and the Water and Energy Resources Development Project (WERDP) 1982 to 1989.

Major outputs to be achieved during the project included:

  • a Long-Term Plan and a Five-Year Strategic Plan for WECS
  • a national Water Resource Strategy for Nepal
  • recommendations for revised or new policies and legislation for the water and energy sector
  • improved human resource capacity within WECS to provide advice to HMG/Nepal on sector issues
  • enhanced operational capacity and efficiency of WECS · a more self-sufficient and sustainable WECS.
