We advised a consortium of large power consumers (including mines and forest products companies) interested in pooling their bulk electricity requirements in order to attract competitive bids from electricity suppliers, including generators, wholesalers and traders.
This assignment consisted of:
- Organizing and facilitating stakeholder meetings, collecting load data, preparing an aggregate load profile, and designing a pricing formula allowing all stakeholders to benefit from savings obtained through the consortium in accordance with their contribution to the savings achieved.
- Advising stakeholders on the regulatory requirements that must be met by parties to bulk supply agreements, including LDCs (suppliers of standard supply service); and the implications for each consortium member of physical bilateral contracts versus contracts for differences.

- Preparing a detailed request for proposals (RFP), including a multiyear standard supply service package and a multiyear uniform service block package.
- Preparing advertisements in national media, and designing and hosting a website accessible to bidders interested in obtaining documentation on the RFP.
- Analyzing bids and recommendation of those that best suited the needs of stakeholders.
- Providing assistance to stakeholders in negotiating with selected bidders the terms and conditions of offers with a view to finalizing contract terms.
