Kamchatka Energy Sector Restructuring Program

We worked with BC Gas International and Progressor to assist in developing an overall strategy for sustainable development of heat and electricity production in this remote region of Russia's far east. The scope of work involved a study of the present state of the regional energy companies, development of regional legislation which would encourage competition between independent power producers, and the establishment of an energy sector information and planning system as a means of monitoring and encouraging development.
