Swift No. 2 Hydroelectric Project, FERC Licensing

FERC Project No. 2213 is located on the Lewis River in Cowlitz and Skamania Counties, Washington, approximately 60 miles north of Portland, Oregon. The project is one of four hydropower developments on the Lewis River. Hatch Energy has been retained by the District to provide professional services relating to the upcoming relicensing of the licensed project. The license expires on April 30, 2006.

Hatch Energy is working with the District and PacifiCorp in a cooperative effort to relicense the four projects using the alternative process recently approved by the FERC that enables applicants to compress the normal relicensing schedule by coordinating the FERC and NEPA procedures. The District and PacifiCorp are using a watershed multidisciplinary approach to looking at potential enhancement opportunities on the Lewis River system and encompasses the area occupied by PacifiCorp's three projects and the District's Swift No. 2 project. Hatch Energy will prepare the District's Application for New License, including an Applicant-prepared environmental assessment, and assist PacifiCorp in negotiating a settlement agreement with the resource agencies. Major issues include a 3.5-mile bypassed reach of the Lewis River, listed threatened fish species, and potential fish passage through the system.
